The European Federation of National Organisations Working with the Homeless (FEANTSA) launched a survey that seeks to assess the current level of harm reduction support for people who use alcohol and other drugs and who are in contact with services for homeless people. The target group of the survey are homeless services in Europe.
The survey sets Harm Reduction (HR) and in particular non-abstinence based service provision as a standard, given the extensive evidence according to which HR is more effective with people who experience(d) homelessness and high and complex needs than abstinence-based or detoxification services. HR is based on the idea that ending problematic drug and alcohol use can be a complex process and that services requiring abstinence, or detoxification, do not work well for many people who experience(d) homelessness.
