The VIII International Conference on Novel Psychoactive Substances (NPS) in Washington, D.C. will be held on 16-18 November 2021.

If you are unable to join us in person, you can always attend online.

The series, which started in Budapest in 2012, aims to share knowledge and strengthen collaboration on NPS among multidisciplinary professionals at the international level.

It is jointly organised by the International Society for the Study of Emerging Drugs (ISSED), the United Nations Office on Drugs and Crime (UNODC), the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), the World Anti-Doping Agency (WADA), University of Hertfordshire (UH) and The Center for Forensic Science Research & Education (CFSRE).

EMCDDA operating guidelines for the European Union Early Warning System on new psychoactive substances

Europe’s ability to rapidly respond to public health and social threats caused by new psychoactive substances (NPS) was significantly strengthened last year thanks to new legislation applicable across Europe. This legislation strengthened the EU Early Warning System (EWS) and risk assessment procedures on NPS and shortened control processes. This month, the EMCDDA has published new operating guidelines for the EWS, addressing measures introduced by the new legislation. The guidelines, which replace those published in 2007, detail the rationale, steps, procedures, roles and responsibilities for operating the system.

Un Arrêté Royal publié le 26 septembre 2017 au Moniteur donne à la justice, à la police et aux douanes davantage de moyens pour lutter contre ces « Nouvelles substances psychoactives », un plus pour la santé publique? D’après l’Agence Fédérale des Médicaments et des Produits de Santé, cela ne semble pas faire de doute. Le secteur spécialisé, qui été ni consulté, ni informé du processus est, quant à lui, beaucoup plus réservé.

nps-eurojust-publication-thumbL’Europe est confrontée à l’arrivée massive de nouvelles drogues de synthèse, qui pousse les Etats membres à renforcer leurs lois pour tenter d’en arrêter la production et le trafic, a indiqué mardi l’Observatoire européen des drogues.

Près de 300 nouvelles substances psychoactives (NSP) ont été signalées entre 2013 et 2015 auprès du système d’alerte précoce de l’Union européenne (UE), indiquent dans un rapport de 25 pages l’Observatoire européen des drogues et des toxicomanies, et l’unité de coopération judiciaire européenne Eurojust.

Il s’agit principalement de produits synthétiques cannabinoïdes, relatifs aux substances chimiques présentes dans les plants de cannabis.

Prohibition has not made drugs disappear. Demand for drugs is irrepressible: governments must focus instead on minimising their risks. 

New psychoactive substances (NPS), often called “legal highs”, are not all alike. Some are hardly new, such as salvia (a shamanic sacrament) or laughing gas (beloved of Victorian elites). Most mimic illegal drugs. Some seem highly dangerous, some benign: few are well understood. (…)

The Government tried to solve the problem by banning each legal high as soon as they could claim to have some evidence of harm: the “reactive prohibition” approach. But this disregarded the reality of the underlying demand and only spurred the proliferation of new, unknown substances. Those in the legal high business effortlessly altered their formulas to dodge each ban.

4thNPSconference2016_prog The Fourth International Conference on Novel Psychoactive Substances (NPS), “NPS and Behavioural Addiction”, will be held on 30th – 31st May 2016 in Budapest, Hungary.

The main aim of the NPS conference series, now at the fourth edition, is to increase knowledge and understanding about the nature and the effects of NPS as well as promote innovative strategies to prevent the diffusion of NPS in society. The conference invites contributions in all areas of potential interest, as oral presentations or research posters.

Le JT de 19h30 de RTBF Info (merc 16/12/15) prévient du danger (bien réel) du cannabis synthétique.

La FEDITO BXL appelle a réguler le marché du cannabis (naturel) plutôt que de poursuivre dans le sens de la politique de l’autruche, qui fait la part belle au marché noir et aux produits de synthèses.
